1. Topic: Agenda review
Outcome: No changes
2. Topic: Review of CMT-managed journals and standing orders with an eye to FY06 renewals.
Discussion of spreadsheet of serials CMT identified as low priority (priority "3") in the last serial review.
Outcomes: CMT agreed to cancel the remaining priority 3 serials (lowest priority level) on CMT-managed funds and apply the monies to purchase of high priority Big Ticket items in FY06. Jan will verify the current subscription prices, including the paper version of Book Review Index. A list of affected titles is forthcoming following completion of the subscription verification.
3. Topic: Schedule June meetings
Outcome: Meetings will continue on Tuesdays from 1:30-3:00 through the month of June. Due to ALA, there will be no meeting on June 28th.
4. Topic: Discussion of Elsevier cost-per-use analysis.
Background: In late 2003 the Libraries negotiated a contract with Elsevier that increased payments for Elsevier titles but allowed the Libraries to cancel titles as needed. These increased costs were carried as part of general serial inflation in FY05. Most Elsevier titles therefore showed price increases in excess of 20% with this transition. Beginning with 2004 issues, all Elsevier journals were available only as electronic versions. Therefore there was no use of 2004 issues that was not accounted for in the e-journal stats. Based on this CMT was able to confidently calculate a cost per use metric for all Elsevier titles. Recognizing a need to use budget resources as effectively as possible, review of the Elsevier use data allowed CMT to balance the increased expenditures demanded by Elsevier with cancellation of titles that provide very low value to our campus.
Outcome: Titles with a cost per use greater than $50 and 25 uses or less in 2004 or titles of any price with 10 or fewer uses in 2004 will be cancelled. Betty will compare cancellation candidates' SFX usage to cross-check Elsevier's statistics. Monies recouped will compensate for increased expenditures in FY05 absorbed within general inflation allocations and will be applied to acquire high priority big ticket items in FY06. A list of affected titles (expected to be roughly 15-20 titles) will be circulated once final verification is completed.
5. Topic: Announcements
- Jan discussed the developments with the RFP for the subscription management contract (current contract is with Swets). The current contract will end in June 2006.
- Betty asked CMT members to monitor Ingenta accessibility.
- The Provost has confirmed an addition of $250,000 to the base materials budget for FY06 to offset inflation. This is less than 3% of the current materials budget.
