• Early 1970s debate between Corporation for Public Broadcasting and the Public Broadcasting Service re: control of program production decisions and of the interconnection
• Ralph B. Rogers became chief arbitrator after negotiations dissolved in February 1973
• Result:
  • a new PBS
  • joint resolution accepted by CPB and PBS in May 1973:
    • CPB decides on CPB-funded programs
    • PBS has right to dissent
