as an amendment to the Communications Act of 1934
- major provisions:
- authorized appropriations
of up to $32 million for five fiscal years for construction grants of
educational television facilities:
- up to 50 percent cost of
new facilities

percent total cost of improving existing facilities
- no state would received
more than $1 million
- recipients included all
four types of educational television stations:
- university
- school
- state-agency
- community corporation
- specify criteria to use all
educational television channels effectively:
- equitable geographical
distribution
- serving greatest amount
of audience
- federal interference
