PARKING FOR LIBRARY EMPLOYEES AND VISITORSEmployeesVehicles of library staff members who regularly drive to and from work must be registered with the University's Department of Transportation Services (DOTS). The Libraries request parking in particular lots, and DOTS makes the actual assignments.. Except as noted below, staff members unable to park in the lots to which they are assigned should go to V or Z lots or a numbered lot. Student assistants park as students. Contact the Libraries Parking Coordinator in the Libraries Facilities Office for application and information. The Libraries are allotted a specific number of spaces in Lots A, B, D, E*, T, O and an indefinite number in Lot Z. Spaces in Lot D are reserved for the Dean and Directors. Individuals serving in an acting capacity may be assigned the parking space reserved for the position until a permanent appointment is made. One to two spaces in Lot D are reserved for staff with permits for handicapped parking. Spaces in Lot A are assigned to permanent (part-time and full-time) staff on the basis of seniority of library service (Total length of library service is counted for reinstated employees.). Staff entitled to parking on the basis of seniority, but choosing not to register a vehicle, remain at the top of the list. When parking spaces become available, they have first right of refusal. Employees with disabilities must register for campus permits in order to park in handicapped spaces on campus. Assignments for those temporarily incapacitated usually can be arranged by the Libraries' Parking Coordinator. An employee who receives a parking ticket and feels that there are extenuating circumstances should fill in the ticket, giving name, social security number, and driver's license number on the back, and contact the Libraries' Parking Coordinator for an appeal form. The Coordinator copies and forwards the appeal to DCP. Tickets for staff who parked in fire lanes, driving lanes, metered lanes, and handicapped spaces are not voided. If an employee's regular lot is full, the person must park in the overflow areas (Lot Z, or any numbered lot). Staff in McKeldin Library assigned to work periods during evening hours can park closer to the building, for reasons of personal security, by using Lots A and D. Lot A is a gated lot and access is limited to card holders before 4:00 p.m. After this time the gates are open. Any staff member holding a current parking permit for staff/faculty will be allowed to park in Lot A after 4:00 p.m. regardless of the person's lot assignment. Lot D is also gated. Twelve spaces are provided for evening staff in Lot D. Evening staff applying for special evening permits are issued a combination permit showing the regular daytime lot assignment as well as a Lot D designation. Evening stickers for Lot D are not valid for Lot D before 4:00 p.m. The McKeldin evening staff policy conforms to campus-wide regulations. VisitorsVisitors are those on official business with or in the UM Libraries, such as people attending library-sponsored meetings, speakers at Library-sponsored meetings, special guests of individuals or groups in the Libraries and service workers or repair technicians. Library users are not included in the category of visitors. DOTS has installed automated multi-space digital pay stations in all visitor parking lots, garages and has replaced the single-space parking meters throughout campus. Visitor parking is now validated by departments by issuing validation codes to visitors. These codes are entered at multi-space meters as a payment option. The Libraries and other departments on campus have provided a billable FRS account number to DOTS. Blocks of validation codes can be obtained from DOTS by the Libraries head of facilities (parking coordinator) or the Hornbake building manager, on request from other library employees. Administrative personnel or other library employees involved with bringing visitors to campus should familiarize themselves with the regulations and procedures, copies of which are available from the Libraries head of facilities, and paying special attention to the types of validation code requests and the procedures for adding time to validated parking. Administrative personnel or other library employees should inform the library facilities personnel as much in advance of the visits to campus as possible, preferable with an e-mail to libfac@umd.edu. The number of people, dates, expected duration of visit should all be supplied. Advance notice is particularly important if anyone needs to use one of the two spaces at the loading dock of McKeldin Library. As a rule, loading-dock parking for library staff or others is limited to quick (15 minutes or so) unloading or loading. Exception can be made for service workers or repair technicians who must carry substantial or heavy equipment or supplies with them. Exceptions can be also made for special guests, such as speakers, because of tight timeframes and also because of special courtesy the Libraries may wish to extend.In all cases except quick unloading or loading, or emergencies, the sponsoring division or individual is expected to notify the Facilities Office in advance of the need to park at the loading dock.
