Draft Summary Points

The charge to the Blue Ribbon Committee was approved by members. The charge reads as follows:

The Blue Ribbon Committee is charged to recommend an overall organizational design for Technical Services that 1) streamlines functions and eliminates duplication of effort, (2) ensures cost-effectiveness, (3) is flexible and evolves with changes in division goals, new technologies, and enhanced procedures, (4) incorporates the principles of teams, and (5) expresses an integrated relationship with the overall library organization.

The Committee is further charged with recommending changes in practices and procedures to eliminate redundancy as well as identify areas that require a process improvement study or new work initiatives.

In conducting its work, the Committee will rely upon the following background documents: the Division's Mission Statement, the Libraries' strategic plan, the Libraries' Working Papers, the Program Review Reports, the Program Review "key messages," articles from the library literature on reorganization, as well as core values which will be articulated.

A great deal of information on Technical Services workflow and procedures has been gathered and must be synthesized by the committee. To accomplish this task, the committee agreed to analyze the recommendations and the parking lot items in terms of 8 general categories. These categories are: 1) What can be done now? 2) Which recommendations should be considered in long term planning? 3) What library policies have been identified which need to be discussed beyond TSD? 4) What activities are well suited for Process Improvement? 5) What new activities must be incorporated into the new structure/workflow, (activities that we don't do now, but should be doing) 6) Are there topics that would be good candidates for continuing education programs, both inside TSD and library wide?7) What issues will affect staffing and the organization of work? 8) What additional data is needed?

BRC heard a report from Arlene Klair about the research being done about other institutions. These benchmarking points will be used as a reference for BRC discussions.
