Government Documents Working Group REPORT

Introduction This working group studied and documented Technical Services Division activities/workflows related to Government Documents and to serving theGovernment Documents/Maps Unit as an internal customer.

Method We held meetings, achieved consensus in selecting the activities to study, identified experts for each activity, interviewed guests and/or invited them to meetings, gathered data, and reviewed resulting reports in meetings and via email. Reports and flow charts were posted to all TSD staff via email for their review.

GPO Regional Federal Depository Library As our first task, we learned what it means to be a Regional Federal Depository Library, a Program of the Superintendent of Documents, U.S. Government Printing Office (GPO), to "make available to the public no-fee access to information produced by Federal agencies." As a regional repository, the University of Maryland Libraries provides this important service but is legally mandated to meet GPO requirements related to such activities as check-in, labeling, claiming, bibliographic control, and preservation. These requirements appear throughout our documentation.
Workflow in Transition Beyond the complication of special GPO requirements, the government documents workflow within Technical Services recently changed and currently undergoes revision. In July 2000, the Catalog Management Department (CATM) assumed responsibility for processing Government Documents. This Working Group has focused on the CATM Gov Doc workflows, but also studied activities occurring in Cataloging and Preservation Departments. Meanwhile this Fall, independently of the Gov Docs Program Review Working Group, a Process Improvement Team has formed to refine procedures and solve workflow problems.

Organization of Report For each activity studied, a report captures the activity's status, an overview of current procedures, parking lot issues, and a list of documents collected about the activity. We also include for each activity a checklist of answers to all of the charges issued at the beginning of the program review. For most activities, we include a flowchart: for others we simply refer to other working groups who have created flowcharts that include the activity in question. We also include procedures when they existed or could be created quickly, and we included other policy statements and documentation such as Federal Depository Library guidelines. We tried to put the activities in order sequentially.

Wilma Bass, as acting department head of CATM, played an especially helpful role. I also thank Sue Koutsky for setting such a good example as working group leader for the rest of us. Her working group was a model for organization of the material and thoroughness of their program review. Many, but not all, of the other expert advisors appear in the list that follows.

Parking Lot
Each of the fourteen Government Documents Activities has a "Parking Lot," in which we have identified problems, concerns, and areas for study as the process improvement group begins work and the program review continues.
