Abstract
Albert C. Ritchie (1876-1936) was a professor of law at the University of Maryland and governor of Maryland from 1920 to 1934. His papers relate primarily to his four terms as governor and address such subjects as election campaigns, government involvement in economics, state taxes, and state government and politics, as well as Ritchie's financial affairs.

Historical Note
Albert Cabell Ritchie was born in Richmond, Virginia, on August 29, 1876. He received his B.A. from Johns Hopkins University in 1896 and his L.L.B. from the University of Maryland Law School in 1898.
In 1898 Ritchie began law practice with Steele, Semmes, Carey and Bond of Baltimore and was admitted to the firm in 1900. From 1903 to 1920 he was a partner in the Ritchie and Janney law firm in Baltimore. During this period, Ritchie served in number of government and education positions. Ritchie's work as assistant city solicitor of Baltimore in 1903 led to the writing of Municipal Condemnation in Maryland (1904). From 1907 to 1919 Ritchie was professor of law at the University of Maryland. Additional positions included: assistant general counsel to the Maryland Public Service Commission (1910-1913), Attorney General of Maryland (1915 - 1918), and general counsel to the War Industries Board (June-December 1918).
In 1919 Ritchie was elected Governor of Maryland. He became the first Maryland governor to succeed himself in 1923 and was again re-elected in 1926 and 1930. Having risen to prominence in the Democratic Party, Ritchie made and unsuccessful bid for the 1932 Presidential nomination and reportedly declined the party's Vice-Presidential nomination. In 1934 he ran for a fifth term as Governor but was defeated.
On February 24, 1936, Ritchie died in Baltimore. He is buried there in Greenmount Cemetery.
Scope and Contents of the Collection
The papers of Albert Cabell Ritchie cover the years 1903 to 1939, the bulk of which date from Ritchie's years as Governor of Maryland, 1919-1934. Most of the material covers official government matters; little personal material is included. The papers include correspondence, reports, printed material, newspaper clippings, speeches, memorabilia, and photographs. Subjects include political affairs, especially campaigning and elections; economic matters, especially government involvement in the economy; Ritchie's financial affairs; areas of local interest, in particular state taxes, politics, and construction; and the state government.

The Albert Cabell Ritchie papers were received by the University of Maryland Libraries in 1976.
Processing Information
Processed by LMS, February 1976. Addenda incorporated and guide revised by Patricia A. McCracken, July 1988. Further material incorporated and guide revised by Sarah Heim, June 2003. Guide revised by Jill F. Reilly, June 2003.
Seven series were created from the Ritchie papers. The final two series were separated and placed in the Memorabilia and Photograph collections of the Historical Manuscripts and Archives Department. Paper clips and pins were removed and replaced with plastic clips. Sheets of acid-free bond paper were placed around particularly fragile items. Duplicates were discarded, and all remaining material was placed in acid-free folders and boxes. Finally the guide was written. In July 2001, preservation photocopies were made of Series I, Subseries II, and the originals were discarded. In June 2003, the loose photographs were sleeved in Mylar, and separation sheets were prepared for photographs that had been separated earlier from correspondence files.

Detailed Description of the Collection
Series 1: Correspondence, 1926-1935 (2.5 linear feet)
Series I consists of the correspondence generated during Ritchie's tenure as Governor of Maryland. Subseries I includes originals of the letters received by Ritchie's office; Subseries II consists of carbon copies of letters sent. The majority of the files date from 1934, indicating that the series is far from complete.
Key subjects include: politics, in particular the 1932 Democratic National Convention and Ritchie's unsuccessful bid for a fifth term as governor; request for personal favors and materials; political advice; speaking engagements; and various administrative matters. Subseries I includes letters received by C.W. Curry and N.W. Baxter, leaders of the Ritchie-for-President Committee of Maryland. Correspondents include M.A. Record, H.C. Byrd, D.G. Roe, R.A. Sindall, H. Snyderman, J. E. Semmes, T.B. Symons, and J.E. Ray.

Series 2: Speeches, 1909-1936 (1 linear foot)
Series II consists of speeches and related materials from Ritchie's political career. In addition to preliminary and final drafts and printed versions of speeches, the series includes newspaper clippings, correspondence, and reports related to Ritchie's speeches. The bulk of the material dates to Ritchie's final two terms as governor in the years 1926-1934.
Ritchie's speeches, especially many of the campaign speeches, cover a wide range of issues including the Democratic and Republican parties, liberty and democracy, education, agriculture, industry, banking, the Depression, Prohibition, historical figures (Washington, Jefferson, and Jackson), and popular culture (Lindbergh and baseball). Also included are speeches by other notable figures.

Series 3: Financial, 1903-1936 (1 linear foot)
Series III consists of personal and official financial records maintained by Ritchie. Subseries I, dealing with Ritchie's personal financial affairs, includes correspondence, prospectuses, reports, certificates, and official documents. Subseries II, concerning state government finances, includes correspondence, invoices, reports and financial statements. The bulk of the material covers 1921-1933, Ritchies' years as governor.
Personal financial records include materials relating to Ritchie's investments and papers relating to estates of which Ritchie was executor or in which Ritchie has a personal interest. The official records cover the Executive Department of the state government in Annapolis and the Executive Mansion in which Ritchie resided. Subjects include state and departmental budgets, appropriations for the University of Maryland, and maintenance of the Executive Mansion.

Series V contains printed material and newspaper and periodical clippings related to important issues of the 1920s and 1930s.
Subjects include economics, taxes and tariffs, unemployment, education, the Democratic Party, farm subsidies, and social welfare. Also included is the photogravure section of the Baltimore Sun for January 25, 1920 portraying Ritchie and his mother in Annapolis at Ritchie's inauguration.

Series 6: Memorabilia, 1934 and undated (2 items)
Series VI consists of the pressed blessed roses presented to Ritchie by the Dominican Nuns of the Perpetual Rosary in Catonsville, Maryland. The roses were placed in the Memorabilia collection (#410). A note card with a heart charm attached sent to the governor by Jesse Rosenfeld was also placed in the Memorabilia collection (#1566).

The photographs of Ritchie with his mother and General Pershing have been placed in the Photograph Collection (#497-502). The remaining, loose photographs include five portraits of Ritchie and photographs that were originally enclosed with letters sent to the governor.
