Abstract:

William J. Murtagh is one of the world's leading historic preservationists. As an administrator, educator, speaker, and writer he has helped shaped the historic preservation movement for more than fifty years. Murtagh was the first Keeper of the National Register and also worked at the National Trust in an executive capacity for a number of years. He is the author of Keeping Time, a basic text on the development of the historic preservation movement. Murtagh held several teaching positions throughout his career at such institutions as Columbia University, the University of Hawaii, the University of Florida, and the University of Maryland. William J. Murtagh's papers consist of materials documenting his career in both the public and private sector. These materials include correspondence, memos and minutes, research notes, writings, speeches, lectures, reports, photographs, memorabilia, and personal records.

Historical Note

William J. Murtagh, one of the world's leading historic preservationists, played a pivotal role in the establishment and evolution of the field of historic preservation for more than fifty years. Considered one of the "founding fathers" of the preservation movement, Murtagh helped shape the National Historic Preservation Act of 1966. Later, as the first Keeper of the National Register of Historic Places, he was responsible for the creation of that respected federal institution, establishing standards and practices that continue to safeguard the architectural heritage of the United States. A prolific lecturer, writer, and speaker, Murtagh inspired generations of preservationists and contributed to the professionalization of the field through his involvement with a number of university preservation programs. He is credited with laying the foundation of the preservation movement in the United States by giving it direction, establishing legal precedents, endorsing legislation on preservation, and, above all, raising the consciousness of the nation about the cultural and aesthetic benefits of preservation.

Born in Philadelphia, Pennsylvania, on May 2, 1923 Murtagh studied at the University of Pennsylvania where he earned a B.A. in architecture, a M.A. in art history, and a Ph.D. in architectural history (1963). In 1954-1955 he attended the University of Bonn and the University of Freiburg in Germany on a Fulbright Scholarship where he studied German influences on the architecture of the Pennsylvania Dutch. While completing his Ph.D., Murtagh served as a draftsman for several architectural firms. His interest in preservation led him to work as a supervising architect for the National Park Service at Independence National Historic Park in Philadelphia. In 1956, he assumed the position of Executive Director of the Annie S. Kemerer Museum in Bethlehem, Pennsylvania. During this time he also served as Executive Secretary of Historic Bethlehem, Inc., an organization that guided historic preservation efforts in the city.

Murtagh worked for the National Trust for Historic Preservation from 1958 to1967, where he served first as assistant to the President and then as the Director of Education and Programs. At the National Trust, he was responsible for training programs, seminars, and conferences around the country and was instrumental in elevating the profile of the Trust during these years. In 1967, Murtagh became the first Keeper of the National Register. During his thirteen-year tenure he was responsible for establishing and developing standards and guidelines for historic structures, creating a national network for the identification and survey of state historic resources, and administering grant programs that assisted rehabilitation and restoration projects across the country.

In 1979, Murtagh became Director of the Historic Preservation Program at Columbia University. Two years later, he returned to the National Trust as Vice President of Preservation Services. After officially retiring in 1985, Murtagh continued to pursue an active teaching and lecture schedule. He was the first occupant of the Beinecke-Reeves Chair in Architectural Preservation at the University of Florida in 1995 and was involved with the historic preservation program at the University of Maryland from 1984 to1996. Murtagh also taught at the University of Hawaii as a visiting professor from 1986 to 1998, during which time he also served as the director of the Pacific Preservation Consortium. Through this organization, he provided assistance to other island cultures, such as Micronesia, Polynesia, and Melanesia, with historic preservation needs, assessments, and training.

Over the course of his career, Murtagh was involved with a variety of historic preservation organizations and boards. He served as President of the Victorian Society of America from 1974 to 1980, revitalizing membership in that organization over the course of his term. He has been involved with the Preservation Institute: Nantucket since 1972 as a member of their Board of Directors. In the 1980s he served as member of the Governor's Consulting Committee on the National Register for the state of Maryland. Murtagh is also a member and former executive committee member of the U. S. Committee of the International Council of Monuments and Sites (ICOMOS), representing the U. S. abroad at conferences and on study tours.

After Murtagh's retirement, he completed, Keeping Time, a basic text in the field of historic preservation which provides a comprehensive examination of the preservation movement. The royalties from this book support a non-profit organization, the Keeper's Preservation Education Fund, which provides funding to historic preservation students to further their education. Another of Murtagh's publications is Moravian Architecture and Town Planning (1967, republished 1998). He was a contributor to Historic Preservation Today (1966) and Historic Preservation Tomorrow (1967). Murtagh also published a number of articles in journals including Historic Preservation, American Institute of Architects Journal, Society of Architectural Historians Journal, and Antiques Magazine. He has received the Meritorious Service Award from the Secretary of the Interior, the Distinguished Service Award from the Secretary of the Interior, and the Louise Dupont Crowninshield Award from the National Trust for Historic Preservation. He is a Benjamin Franklin Fellow of the Royal Society of the Arts in London, England, as well as a fellow to the International Council on Monuments and Sites (ICOMOS).

William J. Murtagh currently resides in Florida and Maine and continues to write and lecture on the subject of historic preservation.

Scope and Contents of the Collection

The Papers of William J. Murtagh consist of materials that document the career of Murtagh in both the public and private sector. The collection dates from 1923 to 2004, with the bulk of the material dating between 1942 and 1998. These materials include correspondence, memos and minutes, writings, research materials, publications, educational records, teaching and lecture notes, speeches, reports, conference programs, photographs, ephemera, audio recordings, blueprints, drawings, memorabilia, and personal records. Documenting the history and development of the historic preservation movement in the latter half of the 20th century, the collection offers a perspective on the evolution of the training and role of the historic preservation professional. Murtagh's papers also demonstrate the respective roles of government and the private sector in preservation activities and offer insight into preservation outside of the United States.

Processing note:

There was no particular arrangement to the collection when it was received except that files were loosely grouped according to organization or project. Therefore, the final arrangement of the papers of William J. Murtagh was largely determined by the processing archivist. Series were created that reflect the subject matter and format of material. Of particular note is the existence of correspondence files throughout the collection. When possible, correspondence was kept with the originating organization or activity. However, in cases where the relationship between the writer and Murtagh's professional activities was unclear, the items were placed in a separate correspondence series.

Photographs have been removed to Series XII, audiovisual materials to Series XIII, and three-dimensional memorabilia to Series XIV. Oversize materials have been removed to a mapcase or oversize boxes. A separation sheet has been placed in the original location of each item removed. Newsprint clippings have been photocopied onto acid-free paper and the original newsprint discarded. Rubber bands and metal fasteners have been removed and replaced with plastic clips. Books donated with the collection have been cataloged and added to the National Trust for Historic Preservation Library book collection.

Detailed Description of the Collection

Series 1: Personal, 1923-2000 and undated (0.75 linear feet)

This series contains materials related to Murtagh's personal life as well as materials that span his entire career in historic preservation. Included in this series are copies of Murtagh resumes from 1959 to1992; newspapers articles and other clippings about Murtagh; documents related to real estate property; family history materials; and official documents such as birth certificates. Also found in this series is a number of contact lists including photocopies of Murtagh's rolodex. Of particular note is a transcript of an oral history interview conducted with Murtagh in 1986. Researchers should consult the Division of Rare and Manuscript Collections at the Cornell University Library where the original recording is held, for specific restrictions on the use of this transcript. Arrangement is alphabetical.

Series 2: Correspondence, 1936-2004 and undated (5.50 linear feet)

Series II contains letters, birthday cards, Christmas cards, and postcards sent and received by Murtagh throughout his life. Because historic preservation played such a large role in Murtagh's life, the correspondence in this series is both personal and professional in nature. Correspondence that directly relates to an organization or other activity is located in the appropriate series, while this series contains a broader range of materials. Correspondence that could be directly connected to Murtagh's professional activities can be found in the relevant series. Arrangement is alphabetical by type of correspondence, and then chronological. Blueprints and photographs that were attached to correspondence were removed and placed in Series XI: Drawings and Blueprints and Series XII: Photographs.

Series 3: Academia, 1931-2002 and undated (9.0 linear feet)

This series consists of coursework, research notes, teaching and administrative materials, correspondence, and architectural drawings related to William Murtagh's education from grammar school through the completion of his doctorate at the University of Pennsylvania. Also included are materials documenting his teaching experience at several universities, including Columbia University, the University of Maryland, and the University of Hawaii. The series is divided into several main sections: primary and secondary education, postsecondary education, and teaching and professional career. Arrangement within each section is chronological by institution, and then alphabetical by topic.

Course notes, research notes, bibliographies, and drafts of papers comprise the bulk of material documenting Murtagh's postsecondary education, primarily at the University of Pennsylvania. Arrangement of course materials is by course number and then by course title; arrangement of research files is alphabetical by topic. Murtagh's dissertation, Moravian Architecture, was transferred to Series IV: Writings and placed under "Moravian Architecture and Town Planning."

Course syllabi, bibliographies, lecture notes, general information about historic preservation programs in the United States, and administrative materials comprise the bulk of materials documenting Murtagh's academic teaching career as well as his position as director of the historic preservation programs at Columbia University and the University of Hawaii. Materials pertaining to Murtagh's association with Preservation Institute: Nantucket are included under its umbrella organization, the University of Florida. Arrangement is chronological by institution and then alphabetical by subject. Courses and lectures that were a result of Murtagh's position at the National Trust for Historic Preservation are located either under Series VI: Speeches and Lectures or Series VII: Conferences and Workshops.

Series 4: Writings, 1954-1999 and undated (6.0 linear feet)

This series consists of research materials, manuscripts and drafts, publisher's proofs, correspondence, and reviews related to works written by William J. Murtagh. The bulk of the material is associated with his two published books, Keeping Time and Moravian Architecture and Town Planning. However, there are also materials connected with the publication of a number of journal articles. The series is arranged by type of publication and is divided into three sections: Keeping Time, Moravian Architecture and Town Planning, and magazine and journal articles. Arrangement within each section is alphabetical by subject.

Included in e Keeping Time section are photocopies of photographs used in the book as well as correspondence related to copyright permissions. Also included is information on illustrations considered for publication. Complete drafts of the books are organized by date when possible. Arrangement of the remaining draft material is by chapter, with additional material such as appendices and bibliographies arranged in the order in which they appear in the book.

Materials, such as research drafts and research notes, related to Murtagh's dissertation on Moravian architecture are also in this series. Included in the magazine and journal articles section are drafts of articles and copies of Murtagh's articles that appeared in print. This section is divided into drafts and published articles. Associated items such as correspondence and research notes can be found under the article title.

Series 5: Organizations and Boards, 1952-2003 and undated (14.75 linear feet)

Series V contains correspondence, directories, memos, minutes, and reports and publications related to organizations in which Murtagh was involved. The files reflect his involvement as an employee, advisor, member, or officer. The U.S. Department of Interior, the International Council of Monuments and Sites (ICOMOS), and the National Trust for Historic Preservation are particularly well-documented in this series. Arrangement is alphabetical by organization name and then by document type. A file with awards and certificates from a variety of organizations can be found at the end of the series. Photographs and architectural drawings were removed and placed in Series XII and Series XI respectively.

Files from the National Trust for Historic Preservation comprise the bulk of this series and include administrative records, correspondence, directories, memos and promotional materials. Material relating to Murtagh's work at the Trust organizing and participating in conferences and giving speeches and lectures is located in Series VI: Speeches and Lectures or Series VII: Conferences and Workshops. Correspondence for the National Trust and the Department of the Interior follows Murtagh's original arrangement and is divided into incoming and outgoing correspondence; in cases where the incoming letter was attached to Murtagh's response both letters are filed under outgoing correspondence.

The ICOMOS files are divided into two sections: ICOMOS, for the international organization, and US/ICOMOS for the United States Committee. Most of the materials in this series consist of correspondence, minutes, and memos generated by the U. S. Committee. Materials relating to the Triennial ICOMOS General Assembly are located in Series VII: Conferences and Workshops.

Murtagh was involved in a number of preservation organizations during his tenure at the U. S. Department of Interior and the National Trust for Historic Preservation, and often the material is intermingled. In addition, many of the organizations' functions overlapped. These organizations are listed separately rather than under the organization for which Murtagh was working at the time. For example, the International Centre Committee (ICC) is a subcommittee of the Advisory Council on Historic Preservation and serves as the U. S. standing committee for the International Centre for the Study of Preservation and Restoration of Cultural Property (also known as the International Centre for Conservation and the Rome Centre). Papers relating to Murtagh's work with these organizations can be found under both the Advisory Council and the International Centre. Murtagh was also a member of the Maryland Governor's Consulting Committee on the National Register which recommended Maryland's nominations to the National Register. Most of the work was done in close consultation with the Maryland Historical Trust and materials related to this organization can also be found in the Trust's files.

Series 6: Speeches and Lectures, 1955-2001 and undated (2.50 linear feet)

This series consists of speeches, drafts of speeches, notes, outlines, speaking invitations and related correspondence, and reference materials that Murtagh used when writing his speeches. Also included in this series are speeches given by others in the field of historic preservation. The majority of the speeches in this series were given by Murtagh as a representative of the National Trust or at national and international conferences. Speeches given as part of a conference or workshop are located together with supporting materials, when present, in series VII: Conferences and Workshops. In cases where the presentation of the document is unclear, materials were treated as printed papers and placed in Series VIII: Reports and Papers.

The series is divided into two main parts, speeches by Murtagh and speeches by others. For those speeches given by Murtagh, the arrangement is alphabetical by speech title. When available, the venues and/or locations of the speech are also given. Functional titles were assigned to untitled speeches and are indicated by brackets. Speeches given by others are arranged alphabetically by last name. At the end of the series are other materials such as notes, outlines, and source materials. Audiotapes of speeches and lectures were removed and placed in Series XIII: Audiovisual Materials.

Series VII contains programs, papers and proceedings, correspondence, and promotional materials from conferences and workshops that Murtagh attended. The bulk of the material relates to conferences and workshops sponsored by either the National Trust for Historic Preservation or the International Council on Monuments and Sites (ICOMOS). Murtagh's participated in many of the conferences as a speaker or as an organizing committee member. Many speeches and lectures given at conferences may be found in this series under the appropriate conference listing. Series 9: Projects, 1968-2000 and undated (3.0 linear feet)

This series consists of correspondence, reference materials, reports, and proposals relating to Murtagh's post-retirement work on a number of grants as well as his work as a consultant to preservation organizations around the country. Significant projects found in this series include a contract with the Getty Conservation Institute to perform preliminary research on U. S. inventories of historic sites and buildings; a program organized by the United States Information Agency to explore the possibility of international assistance for Indonesia in the protection of their cultural heritage; a joint project with the National Park Service and the University of Hawaii to evaluate historic preservation training in Micronesia; and a number of television documentaries. Arrangement is alphabetical by organization with the exception of a folder of miscellaneous material that is located at the end of the series.

Series 10: Travel, 1950-1998 and undated (2.0 linear feet)

The travel series consists of correspondence, itineraries, planning documents, trip reports, photographs, promotional travel literature, and background reading material. Most of the travel referred to in this series was undertaken by Murtagh as either a tour leader or participant on tours with the National Trust for Historic Preservation or US/ICOMOS in both the United States and abroad. Arrangement is chronological with trips listed by destination and/or tour title. The exceptions to this arrangement are trip reports by Murtagh's friend, Robertson Collins, and miscellaneous materials. These files can be found at the end of the series.

Travel related to conferences and workshops or to give speeches and lectures can be found in Series VII and Series VI respectively.

Series XI consists of drawings and blueprints as well as a small number of prints. A majority of the drawings were created by Murtagh as a child although some of the drawings were produced for a Fine Arts Class at the University of the Pennsylvania. The subjects of the drawings range from still lifes to buildings and figure drawings. There are also eight blueprints included in the series, representing a number of projects with which Murtagh was involved. Arrangement is by format.

Series 12: Photographs, 1954-2000 and undated (1,146 items)

This series contains black and white and color photographs as well as some slides and negatives. A significant portion of the photographs were pulled from Series I through X during processing. The remaining images were found loose in the collection. Images found in this series include family photographs, travel snapshots, images documenting historic structures and buildings, publicity images of William J. Murtagh, and photos from conferences and other special events that Murtagh attended over the years. Of particular note are almost 200 images acquired for the research and publication of Murtagh's book, Keeping Time. Arrangement follows the order of the series, boxes, and folders from which the photographs originated. Images not originating from a pre-existing series are arranged alphabetically by subject matter.

Series 13: Audiovisual Materials, 1975-1996 (5 items)

Series XIII consists of five audiocassettes pulled from Series VI and Series VIII. All five cassettes are recordings of speeches. Two of the speeches were made by Murtagh while the remaining three tapes contain the proceedings of a conference on the topic of easements. Arrangement follows the order of the series from which the cassettes originated.

Series 14: Memorabilia, 1979-1985 and undated (9 items)

This series contains items that Murtagh picked up in his travels as well as the nameplate from his desk. Items include a silver spoon from Australia, a paper fan, a wooden elephant, a Victorian Society of America button, an American eagle pin, a Brazilian charm, a German coin, and a button from the Sitka Visitor's Bureau. These items have been removed to the Memorabilia collection, items 1782 through 1790.

The papers of Frederick L. Rath, the first director of the National Trust, and the papers of Charles Hosmer, author of Preservation Comes of Age, are both held by the Archives and Manuscripts Department, University of Maryland Libraries.
