Minutes of the Meeting - June 22, 2004

1. Topic: Availability of 9˝ Month Appointments
Leader: Williams; Guest: Ray Foster

LEC reviewed the April 15 memo from Dale Anderson, Director of University Human Resources, regarding 9˝ month appointments. Appointments are effective on August 17 and apply only to exempt staff. (Non-library faculty are governed by a similar policy.) Salaries are reduced to approximately 79% of the full-time equivalent salary. Affected employees are off June 1-August 16. The creation of such appointments is voluntary and based on a unit’s mission and in consideration of operational needs.
Outcome: Since the policy is only applicable to exempt staff (a very small percentage of total library staff), it was concluded that this would only be considered in exceptional cases.

2. Topic: 2004 C-Team Retreat

Notes from the June 4 retreat were reviewed.
Outcomes:

  • A list of explicit action/pending items will be developed from the retreat notes at the next LEC meeting, when all retreat attendees will be present.
  • The July C-Team meeting will discuss the following: Digital Library Initiatives, including the world’s fair and Henson projects, and the articulation of a decision-making model; USMAI/ITD and relationships with College Park; management of C-Team meetings and role rotation.

3. Topic: Friends of the Library
Leader: Lowry

LEC and Development staff had previously reviewed a draft report and recommendations on the disposition of the Friends organization.
Outcome: The report will be distributed electronically to library staff and will constitute a topic for presentation and discussion at the July All-Staff meetings.

4. Topic: LEC Membership and Responsibilities
Leader: Williams

Ground rules and guidelines for LEC and the participation of the LFA Chair were reviewed.
Outcomes:

  • The role of the LFA Chair as a member of LEC was reaffirmed. The LFA Chair does not participate in LEC in a limited or narrowly construed sense as “representative” of the LFA, but is engaged fully with the work of LEC in the spirit of a broader organizational perspective.
  • Williams will tweak the “ground rules” document for posting on the LEC website.

5. Topic: Pop-ups
Leader: Ruschoff

  • Special Events Room. A clarification was made of a previously reported item about the use of the McKeldin Special Events Room. The room will be closed as a public area for study purposes. The closure will be experimental, to gauge reactions.
  • July All-Staff Meetings. Topics to be covered are DRUM and Friends of the Library.
  • FY04 Supplemental Travel. Supplemental travel requests approved in FY04 can be paid in FY05. The appropriate paperwork should identify such requests as “administrative travel” previously approved by LEC.
  • Hygrothermographs. Requests for three additional units were approved.
  • “Handling Difficult People” Training. Two staff requests to attend this campus program were approved. The possibility of arranging a customized presentation for library staff will be investigated.
  • FY05 Professional Development Funds. The $1000 professional development subsidy will continue for library faculty. The possibility of providing additional funds for Librarian I and II faculty will be discussed at a later date.
