Meeting Minutes
January 10, 2006

Present: Baughman, Lowry , Ruschoff, Vikor (Facilitator), Williams (Scribe), Wilson (Timekeeper), and Wray

Topic: Session with Advisory Council of Library Faculty Assembly (LFA)
The Advisory Council had proposed some topics for its joint meeting with LEC January 13.

Outcomes:

  • LEC agreed that important topics are organizational roles and relationships, agong with other, more specific items.
  • LEC members will review the pertinent parts of the Plan of Governance and guidelines for research projects, as prework for the meeting.
  • Topic: Positions, openings, contract conversions, reclassifications

    LEC reviewed the new log of searches for faculty and exempt staff positions. Williams reminded the group that PASD is in the middle of a project to evaluate the Libraries’ recruitment and hiring processes.

    Outcomes:

  • LEC suggested the log also include contractual positions and non-exempt staff positions.
  • LEC suggested the log be posted on the Web if there are no privacy issues.
  • Library Personnel and Budget Office (LPBO) should stay alert to key junctures or events affecting a search and communicate those updates to the search committee and/or division director (e.g., candidates dropping out of searches).
  • LPBO should recommend timelines for searches.
  • LEC reviewed the status of library contractual positions, along with a late-August 2005 listing. There was also discussion of if and how to open vacancies for searches using state lines.

    Outcomes:

  • Williams will get the contractual appointments list updated and re-distributed, prior to any further discussion.
  • She will confirm with Denise Wright to present an FY 2006 budget report and projection to LEC in February.
  • LEC approved Ruschoff’s request to fill the media cataloger position, with the search committee composition to be decided by e-mail.
  • Williams will start drafting a framework and procedures document for consideration of reclassification requests, which LEC will review and refine.
  • Topic: Graduate Assistants
    Guest: Johnnie Love

    LEC reviewed the inventory of GAs prepared by Ambika Sankaran and updated by Johnnie Love, Lisa Wheeler and Lupe Fernandes. It was acknowledged that most GA’ships are funded by divisions’ labor & assistance allotments, which means divisions can change the GA’ships as needs change.

    Outcomes:

  • No new graduate assistantships funded directly by the library as a whole (rather than divisional L&A) will be created at this time.
  • Increasing diversity in the entire pool of GAs is a general principle and a goal of the GA program.
  • Topic: CIRLA Fellows Program
    Guest: Johnnie Love Love gave an overview from the summary update on the program she had provided LEC.

    Outcomes:

  • LEC declined to support the 16-day-total elective rotation requested by a CIRLA fellow because the time is too short to allow for training and productive work.
  • Love will ask if a 90-day rotation, with 10-20 hours/week, is possible.
  • Topic: Pop-ups
    Administrative Review of Library Directors

    Outcomes:

  • LEC formally endorsed the establishment of an administrative memo (#45) to govern administrative review of directors, a policy dictated by campus and separate from administrative review of team leaders and managers who are governed by the new policy of the Library Faculty Assembly.
  • LEC members will send any items they regard as important for a new “Frequently Asked Questions” about administrative review of library managers and team leaders to the Faculty Annual Review Oversight Committee.
  • All-staff Meetings

    Outcomes:

  • There will be no January all-staff sessions.
  • Access services items will be added to the February sessions.
  • The schedule for the February-June sessions will be announced shortly. Computers in Libraries conference

    Outcomes:
    A discount registration of $189.00 is being offered to PALINET member Libraries again this year. Faculty and staff will be invited to register through Technical Services at the discount rate. Professional development or staff development funds will be used. Individuals who are interested in attending the conference and who have no remaining professional development funds for FY 2006 can request funding from their directors who, if they OK the requests, will transmit them to Carlen Ruschoff.
