LIBRARY EXECUTIVE COUNCIL
MEETING MINUTES
JANUARY 31, 2006
9:00 am-12:00 pm

Present: Baughman (Timekeeper), Lowry, Ruschoff, D. Vikor, Williams (Facilitator), Wilson (Scribe), Wray Guests: Love, Saponaro

Topic: Review of Groups (Redirection of Effort)
Outcome: Fifteen Library groups underwent self-review with the support of the Facilitators Team as a part of the ongoing redirection of effort related to the number of meetings held within the Libraries. LEC discussed the reports with the Facilitators Team and noted the following:

  • All groups believe their work supports the mission of the Libraries.
  • With some groups, members view participation in the groups as part of a personal belief or passion.
  • All of the groups focused on various aspects of communication across the organization.
  • The workload and meeting schedules varied over the course of the year.
  • There does not appear to be much overlap of tasks/responsibilities, but there are connections among these groups and with other work groups in the Libraries.
  • Perhaps this set of groups may not have as many members who are serving on multiple groups.

Williams will draft a recommendation on next steps for the directors to review in more detail groups that fall primarily within their respective divisions, the communication out of the work accomplished, and the determination of the future role of the Facilitators Team in this process.

Topic: Library Personnel and Budget Office
Outcome: Williams will map out the details of what will be happening over the next several months.

Topic: Requests to Reclassify Positions
Outcome: This discussion is to be continued. Williams verified from the campus compensation and classification staff that reclassifications are considered only in cases of substantial changes in work responsibilities and are not pursued as a means to increase salary.

Topic: Gov Docs Plan
Outcome: Discussion postponed.

Topic: Pop-ups
LEC approved the expenses for moving A/V equipment from a radio station in Florida to the Broadcasting Archives ($2,200); travel to Japan for D. Vikor and E. Sakaguchi to attend National Diet Library meetings ($2,300); a $40,000 transfer to the local site equipment fund to cover previously approved computer expenses; a new computer for the CMSC & PSD office; entering a WorldCat pilot project.

LEC declined to provide resources to the Latina/o Commencement festivities.

D. Vikor and Lowry will check the availability of the Special Events room for and determine the interest of the Social Sciences Team in hosting an ARL teleconference on open government.

Director merit self-assessments are due to Lowry 3/31/06.

LEC will meet again with the LFA Advisory Council (2/3/06) to continue discussions on providing research support and encouraging/facilitating the promotion of Librarian III's to Librarian IV's.

Topic: Announcements
Wray announced that 2006 is UES's 10 year anniversary. Beyond hosting LOEX, UES has plans for additional speaker(s) during the spring semester.

Baughman announced that Lauren Brown and she (LFA Vice Chair and Chair) invited Librarian I's to meet on January 30 to talk about the role of faculty in the Libraries and to hear how the LFA can be more supportive in the promotion and permanent status process. Charles Lowry also participated to share his views about faculty status. Nedelina Tchangalova and Joanne Archer are interested in starting a New Librarians Network. More details will be shared at the upcoming LFA meeting on February 28th.

Vikor reported that the campus Middle States committee work is gearing up for the semester. The Standard 11 Committee will be re-evaluating the structure for its final report, slated for completion before the end of the semester.

Williams reported that the application was delivered February 1 to the federal Institute of Museum and Library Services for a grant to support a project to take the UM Libraries' Organizational Culture and Diversity Assessment model national.
