Meeting Minutes
July 25, 2006
10:00 a.m. – 12:00 noon

Topic: Interlibrary Loan Processes and Costs
Leader: Wray, Guest: C. Wright
Outcome: Continued discussion from May LEC meetings, with special attention to short-term and longer-term changes regarding level/s of service and containment of costs. The following activities were identified for further action:

  • After the new Head of Access Services arrives in August, conduct a pilot study of “RAPID ILL” to determine workload levels and usefulness for lowering ILL costs. Investigate the work required in posting holdings in the RAPID database. Wray and S. Epps (new head of Access Services) will report to LEC on outcomes of the pilot study in the fall.
  • Wray will investigate the CIRLA relationships with NLM, and the Medical and Law Libraries attached to CIRLA members to find out if there are or could be free or lower cost charges for ILLs with these organizations.
  • Explore alternatives such as a cap or limit on the number of “free” ILLs each patron may have and/or paying for requests above the limit through departments and research grants. (It is important to hear Lowry’s opinion on these alternative. If major changes are agreed upon, mount a PR blitz.
  • Discuss and agree upon an overall ILL philosophy at the October C-Team meeting. Issues to cover include: What is the purpose and user impact of ILL service? What is the service philosophy and possibility of service limits for some groups? Are we moving toward more of an access model? C. Wright and S. Epps will be invited to participate.

Topic: Role of Supervisors with Search Committees
Leader: Williams
Prework: Draft statement sent by Williams by e-mail attachment July 18, 2006
Outcome: Williams introduced the discussion by saying that the campus has introduced a new policy that is insisting on supervisors' separation from search committees for faculty and exempt. This word is from the Provost himself. The "word" also now includes faculty as well as exempt staff searches. Our goal is to determine the guidelines that will assist the Libraries in implementing the new policy. LEC agreed to the following: Williams will revise the guidelines to incorporate instructions for selecting candidates to be interviewed and to allow significant time for supervisors to meet with candidates; Williams and Love will meet with search committees that are already established and the supervisors associated with these searches to map out a transition plan to the new policy.

Topic: Pop-Ups
Leader: Wray
Chinese Librarians Visit, July 31 (Ruschoff)
Outcome: The time allotted for the meeting with next week’s meeting with the Chinese Librarians is not long enough to accommodate the extensive list of substantial questions they have submitted for discussion. Ruschoff will draft an agenda based on the questions provided, share it with LEC and send it to the Chinese delegation.
Proposal to Co-Host the TEI Meeting with MITH, Oct/Nov 2007 (Schreibman)
LEC agreed to co-host the 2007 TEI meeting with MITH, with the proviso that financial support from the Operating Budget will not be needed.
Staffing in PSD/CMSCD
LEC agreed to open the AAII position in the PSD/CMSCD Office.

Topic: Announcements
Ruschoff announced that EDI ordering through Collection Manager was initiated last week. Thank you and congratulations to Yalan Qi, the ITD Staff, Jan Siar and the Acquisitions Staff for developing the technical means and the process. Great work!!!!
