Code of Maryland Regulations (COMAR)

The Code of Maryland Regulations, often referred to as COMAR, is the official compilation of all administrative regulations issued by agencies of the state of Maryland.

COMAR publishes:

  1. Administrative regulations of state agencies and numerous independent regulatory bodies.
  2. Executive orders of the Governor that are considered generally permanent in nature (located in Title 01).
  3. Documents required to be published by the General Assembly.
  4. Other documents permitted to be published by the General Assembly's Committee on Administrative, Executive and Legislative Review.

Use the Code of Maryland Regulations to find:

  1. The regulations developed by a State agency to enforce the laws within its jurisdiction.
  2. Regulations on a specific subject
  3. Changes that have been made in a specific regulation since it first went into effect.
  4. The executive orders of the Governor that are considered generally permanent in nature (Located in Title 01).
  5. Citations to the Annotated Code of Maryland which authorizes a specific regulation.

Arrangement

Volumes are arranged by a title number marked on each volume. Each title number represents a State department, e.g., Title 15 is the Department of Agriculture. A complete list of all title numbers and the departments they represent is found in the Preface of each volume. COMAR regulations are arranged in one numeric sequence by codification number throughout the entire set. Elements in each number represent the department and its agencies and subdivisions responsible for each regulation.

These numbers are expanded when greater detail is required.

At the beginning of each title there is a Table of Contents which lists each subtitle, chapter, and regulation by codification number. The short title of each regulation is given. Reference is to the page number on which the regulation can be found. Pages are numbered at the bottom of the page consecutively throughout a title.

Subject Index

There is an index to broad subjects at the end of each title. Index entries refer to COMAR codification numbers, not page numbers. These numbers are placed at the top right and left corners of the pages.

Updates

At least once a year, each title within COMAR must be updated with a supplement. Each supplement contains those regulations adopted since the title was first published or last supplemented. Changes not yet published in COMAR supplements are published in the Maryland Register which is issued every two weeks. COMAR ONLINE is updated biweekly.

Documents Incorporated by Reference

The Maryland Room is a depository for Documents that have been Incorporated by Reference (IBR) in the Code of Maryland Regulations. Many of these are cataloged in the Library catalog. Ask at the Maryland Room Desk to locate Incorporated Documents.
