History
In 1998, the Secretary of Higher Education authorized formation of the
Maryland Digital Library Task Force to develop a program for a Maryland
Digital Library. This task force, with representatives from all sectors
of higher education in Maryland, presented the MDL program to the Maryland Higher Education Commission in May 1999. In December 1999, initial funds of $400,000 were approved by the Maryland IT Board to put MDL into operation. When these funds were
received in early June 2000, they were used in combination with $500,000 from the state budget to begin implementation.
On July 5, 2000, the Maryland Digital Library was launched, providing on-campus access to 10 licensed electronic databases for the students, faculty, and staff of 49 colleges and universities, both public and private. These electronic resources, including 400 electronic books and 2945 electronic journals, were accessed through a Web-based gateway called MdUSA (Maryland University and College Statewide Access to Electronic Resources).
In 2004, the Maryland General Assembly passed legislation establishing the Maryland Digital Library as a Maryland Higher Education Commission (MHEC) program initiative. The MDL has not received state support since 2002.
In 2005, libraries using the MdUSA gateway were migrated to an EZ proxy gateway for remote access to their MDL electronic resources.
Since July 2000, Maryland college students have conducted over 14.7 million searches and retrieved 16 million full-text articles through the core MDL databases.

The Baltimore Sun featured MDL in its Education Beat column. The
article, "Library bridges a digital divide," which appeared on Feb. 21,
2001, describes the benefits MDL has brought to participating
institutions, particularly community colleges.
Maryland Digital Library also received a "thumbs up" from the Cecil Whig (July 14, 2000) for
providing students with "a whole new way of learning."

Usage
Statistics
MDL users conducted almost 4.3 million searches and retreived 5.6 million
full-text documents from July 2004 to July 2005.
